Is the EU in support of the 14 day cull law or is it just confused?

Today, there is an article in the Romanian papers. It can be read here. It states as follows


"EU agrees to euthanize stray dogs in Romania, but notes that to avoid abuse. In a letter to Eugen Nicolaescu, European Commissioner for Health says that "recognizes and respects the law passed by Parliament that allows euthanasia of stray dogs that were more than 14 days in a shelter. " Commissioner remembers that must be complied with EU rules providing for avoidance of unnecessary suffering of animals."

Secondly, it is well known that the EU Intergroup's position was as follows:-

"A large majority of Romanian MEPs have also signed this declaration. Your call for a systematic mass killing of strays goes against the will of the democratically elected Romanian MEPs. This is something which we consider as profoundly undemocratic and unacceptable in the European Union!" EU Animal Welfare Intergroup letter to the President
Every animal welfare organisation is against the 14 day culling law. Even the studies from the WHO show that it is not effective in population control. The WSPA's view can be read here
